M&S is a multi-diciplined Civil Engineering firm that was formed in 1998 by four Transportation Engineers that had the desire to raise the quality of work and level of personal attention offered to their clients. M&S is providing design services for many clients and prime consultants including: counties, municipalities, the New Jersey Department of Transportation (NJDOT), NJ Transit, NJ Turnpike Authority (NJTA), Pennsylvania Department of Transportation (PennDOT), and the South Eastern Philadelphia Transit Authority (SEPTA).

M&S is also prequalified in various disciplines with the following agencies: NJDOT, Port Authority of NY & NJ, NJTA, and NJEDA (NJ Schools Construction Corporation).
